The importance of state oversight of SES providers was established early in the implementation of NCLB and described in Supplemental Educational Services Non-Regulatory Guidance (U.S. Department of Education, June 13, 2005). In state needs assessment meetings held in late June 2008, REL Central was asked by the leadership of two Central Region state departments of education (SEAs) to determine how the states in the region evaluate their SES providers: to describe their data collection and provide examples of instruments in use; and to describe the state SES contacts' perceptions of their evaluation processes, including issues that have emerged and/or problems that have been solved. The study will collect data from SEAs on the first four SES provider monitoring requirements under NCLB: standards and techniques for monitoring quality; the system for gathering information; how providers are to assess academic progress; and how an SEA terminates approval of providers. Additionally, in response to the direct request from SEAs for the study, this study will report on SEAs' experience with monitoring and evaluating the program.
