About

Elise Guest leads the Oregon Department of Education Literacy Initiative Partnership and the Washington Literacy Partnership for REL Northwest. Dr. Guest works to deepen the use of evidence-based teaching and learning to improve student outcomes and promote increased opportunities and access to educational excellence for all.

She has over 28 years of preK–12 experience as a US Peace Corps and Special Education teacher, a school administrator, and a district curriculum director from Africa and Oregon to Singapore and Montana.

Guest earned an EdD in education methodology, policy, and leadership from the University of Oregon.

About REL Northwest

Regional Educational Lab (REL) Northwest partners with key stakeholders in Alaska, Idaho, Montana, Oregon, and Washington to develop evidence that can inform consequential decisions about policy, programs, and practice. Key stakeholders include organizations with decision-making authority and the ability to influence education policy and practice, such as state and local education agencies, school boards, institutes of higher education, and student, family, and community organizations.

Improving Literacy Outcomes: Montana's Journey to Close Opportunity Gaps

Recognizing the urgent need for improvement, several Montana school districts are working with REL Northwest to address effective, data-driven decisionmaking. The shared goal is to improve student literacy achievement by boosting the implementation of evidence-based literacy teaching practices by using a Multi-Tiered System of Support in Reading (MTSS-R) and engaging in Plan-Do-Study-Act cycles.
