Katrina Laguarda
About
Katrina Laguarda, EdM, co-directs SRI’s Teaching Quality and Systems Reform program area. She brings deep experience collaborating with stakeholders to design and execute rigorous mixed-methods program evaluations, including development of logic models, measures of implementation fidelity, and measurement of short- and medium-term outcomes. She provides technical assistance to program developers and to state education agency staff on use of evaluation data and other forms of evidence to inform continuous improvement processes, decisionmaking, and strategic planning. Laguarda has been principal investigator (PI) or co-PI of seven Investing in Innovation (i3), Education Innovation and Research (EIR), and Supporting Effective Educator Development (SEED) evaluations focused on the scaling of evidence-based interventions intended to improve teaching quality. Laguarda currently leads three projects or partnerships for REL Appalachia, including an evaluation of instructional coaching in mathematics for the Kentucky Department of Education’s Mathematics Achievement Fund; development of a public-facing dashboard for the West Virginia Department of Education that leverages diverse federal data sets and geo-spatial analysis to explore the factors influencing teacher recruitment and retention in the state’s most rural and isolated schools; and co-development with a consortium of Tennessee districts of an evaluation framework for two locally developed career pathways programs.
