College and career readiness: Using ELS:2002 to study important educational outcomes

Researchers, educators, and policy makers are interested in knowing what makes students ready for college and careers, and the Department of Education has identified college and career readiness as a priority. In 2011, the Department announced that it would allow for Elementary/Secondary Education Act (ESEA) flexibility for states that developed plans for reforms in certain key areas of education, including college and career readiness.  In order to investigate what factors may be associated with college and career outcomes, several important questions arise. For example:

  • How do students’ high school experiences relate to whether or not they have to enroll in remedial courses in college?
  • How do these same experiences relate to whether or not they successfully complete college?
  • What high school and college experiences are associated with successful career choices?

Questions like these are best answered with longitudinal surveys, which track the paths of students as they transition from school to college and the work force.  The longitudinal surveys conducted by NCES contain a wide variety of survey components that enable researchers to address policy-related topics across disciplines.  Such longitudinal data can be expensive and time consuming to collect, particularly if they are nationally representative with sufficient sample sizes to analyze barriers faced by disadvantaged young adults. Building a sound statistical foundation for these important analyses is one of the key contributions NCES makes when producing datasets such as the Education Longitudinal Study of 2002 (ELS:2002) for the education and research community.

ELS:2002 began by collecting data from a nationally representative cohort of students who were in the 10th grade in 2002. Follow up surveys were collected from these same students in 2004, 2006, and 2012. Some students enrolled in postsecondary institutions after high school, while others entered the workforce. ELS:2002 can be used to examine the educational and occupational paths of students over time, as well as the different factors that are associated with those paths.

ELS:2002 collected a wide variety of information including students’ school experiences and activities, plans for the future, family circumstances, and beliefs about themselves. Many variables in the ELS:2002 dataset are available to the public with no restrictions. The data are easily accessible for individuals who may be interested in examining how a variety of different backgrounds and experiences may affect students’ college and career readiness. Some variables are not in the public datasets to ensure that identities of survey respondents are protected, but are available to researchers who apply for a restricted use license.

Crime and Safety on College Campuses

It is important for all students to feel safe at their schools and on their campuses. As one way to gauge the safety of college campuses, the Jeanne Clery Disclosure of Campus Security Police and Campus Crime Statistics Act, known as the Clery Act, requires colleges participating in Title IV student financial aid programs to report certain data on campus crime. Since 1999, data on campus safety and security have been reported by institutions through the Campus Safety and Security Survey. Types of on-campus crime that institutions are required to report include: burglaries; forcible sex offenses; motor vehicle thefts; and aggravated assaults. Additionally, a 2008 amendment to the Clery Act requires institutions to report data on hate crime incidents on campus.

Overall, reports of crime on college campuses have decreased in recent years. In 2012, there were 29,500 criminal incidents against persons and property on campus at public and private 2-year and 4-year postsecondary institutions that were reported to police and security agencies, representing a 4 percent decrease from 2011. Looking at on-campus crime patterns over a longer period, the overall number of crimes reported between 2001 and 2012 decreased by 29 percent.

In terms of specific crimes, the number of on-campus crimes reported in 2012 was lower than in 2001 for every category except forcible sex offenses. The number of reported forcible sex crimes on campus increased from 2,200 in 2001 to 3,900 in 2012 (a 77 percent increase). More recently, the number of reported forcible sex crimes increased from 3,400 in 2011 to 3,900 in 2012 (a 15 percent increase). It is important to keep in mind that data are available only for reported crimes. Thus, the increase could reflect an actual increase in the number of forcible sex crimes, or an increase in the number of people who report the crime when it occurs.

Hate crime reports are relatively rare among the more than 4,700 campuses offering 2- and 4-year programs. In 2012, there were 791 reported hate crime incidents that occurred on the campuses of these public and private 2-year and 4-year institutions. For the three most common types of hate crimes reported in 2012 (vandalism, intimidation, and simple assault), the most frequent category of bias associated with these crimes was race, and the second most frequent was sexual orientation.

Dropout rates: Measuring high school non-completion

High school dropouts face increasingly high rates of unemployment and low annual earnings. Therefore, it is important to have an accurate representation of the number of high school dropouts in the U.S.

There are several different ways to measure the number and percentage of high school dropouts. The status dropout rate measures the percentage of individuals who are not in school and have not earned a high school diploma or alternative credential. The Condition of Education uses the Census Bureau’s Current Population Survey (CPS) to provide an annual update on the percentage of 16- through 24-year-olds who meet these criteria.

Another way of looking at high school non-completion is to examine the event dropout rate. This rate estimates the percentage of high school students who left high school between the beginning of one school year and the beginning of the next without earning a high school diploma or alternative credential. While the definition of dropout is similar in both these measures, the populations are different. The event dropout rate only includes students who left high school over the course of a given year whereas the status dropout rate can include those who dropped out over many years and who may not have attended high school at all. The event dropout rate can be calculated from the CPS or from data reported by state education agencies to NCES through the CCD collection.

As an example of how these rates can differ, the CCD event dropout rate from October 2011 to October 2012 was 3.4 percent, while the 2012 CPS status dropout rate was 6.6 percent for 16- to 24-year-olds. The broader age range and related time period captured in the status dropout rate captures a larger percentage of high school non-completers. Both rates are important because they offer different types of information about high school dropouts. However, they can also offer complementary information. For example, both the event dropout rate and the status dropout rate have declined since the 90s.

Children’s approaches to learning and academic achievement in the early grades

Children’s skills early in school are of interest to educators and policy makers due, in part, to their association with school achievement in the later grades. NCES assesses children’s knowledge and measures their skills through data collections such as the Early Childhood Longitudinal Study, Kindergarten Class of 2010–11 (ECLS-K:2011).

This study collected information from a sample of students at kindergarten entry as well as from their parents and their teachers, and will continue to follow the students through the early elementary grades. Through the ECLS-K:2011, NCES conducted direct assessments and gathered information related to other aspects of students’ development, including socioemotional development and approaches to learning. As part of the study, students’ teachers were asked to report on how the kindergartners approached learning by examining and reporting on seven behaviors: paying attention, persisting in completing tasks, showing eagerness to learn new things, working independently, adapting easily to changes in routine, keeping belongings organized, and following classroom rules.

Findings from The Condition of Education 2015 show that first-time kindergartners who demonstrated these positive learning behaviors “very often” in the fall of kindergarten had higher average reading and mathematics assessment scores than kindergartners who demonstrated these behaviors less often. First-time kindergartners who “never” exhibited the seven approaches to learning behaviors in the fall of kindergarten not only scored lower in reading and mathematics in the fall than children who had more positive learning approaches, but they continued to score lower than the other groups when the children were assessed again in the spring of their kindergarten year and in the spring of their first grade year.

As an example of these differences, the average fall kindergarten mathematics score for students who “very often” showed positive learning behaviors was 36 points, compared to 18 points for children who “never” demonstrated positive learning behaviors. When measured again in the spring of the kindergarten year, the average mathematics score for children who had “never” demonstrated positive learning behaviors at the beginning of the kindergarten year (29 points) remained below the fall average score for those children who had exhibited positive approaches to learning “very often.”

Meeting policy needs for new data sources: Measuring work-related credentials

In the late 2000s, rising unemployment due to the recession led policy makers to begin asking questions about the qualifications of the American workforce, such as:

  • How many US adults have an education or training credential that is recognized by employers?
  • How many adults complete at least one year of education or training beyond high school? Do they also earn a credential?
  • What are the employment outcomes for adults with these credentials?

But key data to answer these questions were missing. The federal government had collected data on educational attainment and employment for many years, but did not regularly collect information on the number of adults with work-related credentials—

  • An industry-recognized certification shows that someone has demonstrated he or she has the knowledge and skills to perform a job.
  • An occupational license gives someone the legal authority to perform a job, and typically is also based on demonstrated knowledge and skills.
  • An educational certificate shows that someone has completed an occupational or technical course of study at a technical school, college, or university.

As the Department of Education’s research and statistics arm, IES recognized the importance of filling this data gap so that policy officials could have complete and accurate information for better decision making. Since 2009, the IES’ National Center for Education Statistics (NCES) has funded and staffed a rigorous survey item development process under the guidance of the Interagency Working Group on Expanded Measures of Enrollment and Attainment (GEMEnA)

Based on GEMEnA’s work, in January of 2014 the Census Bureau released the first official federal statistics on the number of adults with these kinds of work-related credentials. This year the Current Population Survey and the National Survey of College Graduates are collecting data on certifications and licenses that will greatly expand our ability to analyze their value in the workplace.  In 2016, NCES will field an Adult Training and Education Survey for the first time as part of the National Household Education Survey. 

Rigorous survey item development is time consuming and expensive. By investing in this work now, IES has helped to ensure that policy makers will have high quality data on education, training, and credentials to inform policy for years to come.
