This resource was developed to help state education agencies (SEAs) and local education agencies (LEAs) implement evidence-based literacy practices in their classrooms. It is based on the U.S. Department of Education’s Non-Regulatory Guidance for using evidence to improve teaching and learning that includes a five-step, continuous improvement cycle. Each step includes freely available, high-quality literacy resources developed by the Institute of Education Sciences (IES):
