Purpose: This project will attempt to develop a comprehensive approach which states can use to evaluate growth in student achievement over time. The project will use both cross-sectional and cohort analysis to produce a state improvement indicator. This indicator will be designed to reflect both achievement growth and gaps in achievement growth.
