Basic Concepts and Definitions for Privacy and Confidentiality in Student Education Records (NCES 2011-601)

This Technical Brief, the first in a series, addresses key privacy issues in education records, including the Statewide Longitudinal Data Systems (SLDS). This Brief discusses basic concepts and definitions that establish a common set of terms related to the protection of personally identifiable information, especially in education records. In addition, a privacy framework is outlined based on Fair Information Practice Principals that have been promulgated in both the United States and international privacy work.
