Indirect County and State Estimates of the Percentage of Adults at the Lowest Literacy Level for 1992 and 2003 (NCES 2009-482)

This report contains indirect estimates of the percentage of adults lacking basic literacy skills for all states and counties in the United States. It describes the statistical methodology used to produce the estimates, and it includes an online navigator site, which allows visitors to easily search for literacy scores by state and county (NCES.ED.GOV/NAAL).
