Teacher characteristics and retention and mobility in the School District of Philadelphia

Abstract:

Description: The School District of Philadelphia (SDP) seeks to recruit new teachers and retain its most effective teachers. To do so, SDP has prioritized understanding the characteristics, effectiveness, mobility, and retention of teachers in SDP's workforce using the district's existing data. This study will inform SDP's strategic human capital policies by providing insights on recruitment and retention efforts using information on teacher mobility in SDP.

Research Questions:

  1. What are the characteristics of the School District of Philadelphia teacher workforce?
    1. What is the distribution of teacher characteristics and effectiveness across the district?
  2. What are the annual mobility rates for teachers in SDP, and how do rates vary among different subgroups of teachers or schools?
  3. What teacher and school characteristics are associated with an increased likelihood of changing schools within the district or leaving the district?
    1. What is the probability that teachers will change schools within the district or leave the district, by years of service?
    2. What teacher and school characteristics are associated with an increased likelihood of effective or ineffective teachers changing schools within the district or leaving the district?
Study Design: The study team will collect and analyze administrative data to answer the study's questions.
