Sylvie Hale is Senior Project Director in the Innovation Studies Program at WestEd. Her focus is on designing innovative approaches to school and district improvement, especially those involving systems development and technological applications.

In this work, she combines her deep knowledge of school and district improvement with her experience in applying technology to complex educational issues, as well as her recent state and federal work in organizational change and effectiveness.

Hale is a key staff member for the Regional Educational Laboratory West and is co-lead of the Evidence Use in Education cross-REL leadership group. She is the lead author of Evidence-based improvement: A guide for states to strengthen their frameworks and supports aligned to the evidence requirements of ESSA and focuses her work on providing consultations to SEAs and LEAs, delivering workshops and webinars, and developing tools and other materials to complement technical assistance activities.

Previously at WestEd, she served as the Associate Director of the national Center on School Turnaround (CST) which included managing the School Turnaround Learning Community (STLC). Prior to that, she was Director of WestEd Interactive managing web-based and multimedia technologies that provided clients with solutions to complex data and information management needs.

Prior to joining WestEd in 1988, Hale worked as a Mathematics Content Area Specialist at the Dominican College Learning Center.

She received an MA in international educational administrative policy analysis from Stanford University and a BA in international relations with an emphasis in cross-cultural communication.
