Thomas Torre Gibney is a Research Associate with the Innovation Studies and Regional Educational Laboratory West (REL West) programs at WestEd. His work focuses on the intersection of K–12 and higher education policies designed to strengthen student transitions to postsecondary and career.

Torre Gibney serves as a researcher, writer, and project manager on two REL West partnerships: the Arizona Partnership for Education and Career Success (APECS) Alliance, and the California Rural Partnerships (CRP) Alliance. As a researcher and writer, he has experience conducting analyses of education and labor market outcomes, gathering primary data through classroom observations and survey design, and creating written and analytic products for a range of public audiences. As a manager, he participates in the planning and design of research projects and coordinates outreach with state and school leaders.

Through his past work in the state and nonprofit sectors, Torre Gibney brings strong knowledge of the policy environment around college and career readiness to his role on the REL. From 2013-2015, he managed the revision of Tennessee’s career and technical education standards for the Tennessee Department of Education (TDOE), where he was also a First to the Top Fellow in 2012. He has successfully collaborated on state grant proposals, written and presented policy recommendations to the state board, and served as the TDOE’s designated reviewer of proposals to build the state’s online college access portal.

Thomas Torre Gibney holds an M.P.P. in Education Policy from Vanderbilt’s Peabody College, where he studied policies supporting college access and preparation.
