The Elementary and Secondary Education Act of 1965 (ESEA) was reauthorized in December 2015 as the Every Student Succeeds Act (ESSA). The Act authorizes the Department to set aside up to 0.5 percent of funds from most ESEA programs for evaluation activities related to that program. However, in most cases, a 0.5 percent set-aside would be insufficient to perform substantive evaluation activities for a program, particularly high-quality impact evaluations. For that reason, ESSA allows the Department to pool the 0.5 percent of set-aside funds from one or more of the various ESEA programs into a single evaluation pot. The Department may then choose to support one or more evaluations with these pooled funds. ESSA requires IES to biennially develop, submit to Congress, and make publicly available a pooled evaluation plan.
This document is the first pooled evaluation plan submitted under ESSA. It focuses on the activities that will be supported by pooled evaluation funds and that will be carried out in Fiscal Year (FY) 2018. The plan will be updated in FY 2018 to include the next two years of activities (FY 2019 and FY 2020) and to summarize the results of activities that took place in FY 2018. After that, the evaluation plan will be updated biennially.
