Evidence to Refine and Implement a Teacher Evaluation System in Delaware

This partnership will work closely with Delaware Department of Education (DDOE) to create sustained, systematic organizational change by helping DDOE implement a revised teacher evaluation system statewide that effectively helps teachers improve their instructional practice. In particular, REL staff will work closely with the DDOE partners to help them collect and analyze data on teachers’ and school leaders’ perceptions about the new system’s observation component, data on the factors supporting and limiting effective implementation of the observation component, key data on the properties of the observation rubric, and descriptive data on whether the system is helping teachers improve their instructional practice. Based on this data, the REL will also work closely with the DDOE partners to help them understand the changes that DDOE can make to the new system to ensure that the system is implemented effectively and that the system is helping teachers improve. The partnership will work together with DDOE to disseminate key information to schools across the state and to the other partners involved to improve implementation of the system and to share findings with others states and districts in the region and across the country.
