This publication describes the methods and procedures used for the 2016/20 Baccalaureate and Beyond Longitudinal Study (B&B:16/20). The B&B graduates, who completed the requirements for a bachelorís degree during the 2015Ė16 academic year, were first surveyed as part of the 2016 National Postsecondary Student Aid Study (NPSAS:16) and then followed up with in 2017. The 2020 follow-up is the second survey for the B&B:16 cohort, conducted 4 years after completion of the bachelorís degree. This report details the methodology and outcomes of the B&B:16/20 student survey data collection and administrative records matching.

This B&B:16/20 restricted-use dataset is the second data release for this study of a national sample of 2015Ė16 bachelorís degree recipients who were surveyed 3 times over 4 years, in 2016, 2017, and 2020.

The Baccalaureate and Beyond Longitudinal Study (B&B) examines students' education and work experiences after they complete a bachelorís degree, with a special emphasis on the experiences of new preschool, elementary, and secondary teachers.

REL 2020019 Assessing the Alignment between West Virginiaís High School Career and Technical Education Programs and the Labor Market
To help students leave high school on a path toward success in the labor market, education policymakers and practitioners often focus on improving career and technical education (CTE) opportunities in high school. Understanding the alignment between high school CTE programs and the labor market is an important step in this process. To support CTE improvement efforts, this study quantitatively assessed the alignment between West Virginiaís high school CTE programs and the labor market, with a focus on alignment to regional high-demand occupations that require moderate occupational preparation. These ďhigh-demand study occupationsĒ are the 20 occupations in each region of West Virginia with the largest number of long-term projected employment openings from 2014 to 2024 that require more than a high school diploma (for example, a license or work-related experience) but less than a bachelorís degree. The study found that 70 percent of West Virginiaís long-term projected employment openings typically require some occupational preparation beyond a high school diploma but less than a bachelorís degree. Further, 93 percent of the regional long-term projected employment openings in high-demand study occupations were served by at least one aligned CTE program in the same region. However, students in only 53 percent of the stateís CTE programs were in a program that aligned to at least one high-demand study occupation within their region. West Virginia stakeholders can use the findings to improve their CTE systemís alignment and better prepare students for a postsecondary career. This study also serves as an example for policymakers and practitioners in other states who are interested in quantifying their CTE systemís alignment in order to make data-informed decisions.

NCES 2020047 U.S. PIAAC Skills Map: State and County Indicators of Adult Literacy and Numeracy
The U.S. PIAAC Skills Map allows users to access estimates of adult literacy and numeracy proficiency in all U.S. states and counties through heat maps and summary card displays. The Skills Map also includes state- and county-level estimates for six age groups and four education groups. It also provides estimates of the precision of its indicators and facilitates statistical comparisons among states and counties. The users guide explains reporting practices and statistical methods that are needed to accurately use these state and county estimates and it provides examples of common uses.
