This technical report describes the design and implementation of the National Assessment of Educational Progress (NAEP) 1999 Long-Term Trend (LTT) Assessment. The NAEP LTT assessments, first administered in 1969, are intended to measure student progress over time. Consequently, the assessments use questions and procedures that are similar as possible across years and are maintained separately from the main and state NAEP assessments. Information on sample design, scoring, item analyses, IRT scaling, plausible value generation, and scale construction are provided for the reading, mathematics, and science assessments.

The manual describes the development of the surveys fielded in 2003 under the National Household Education Surveys Program (NHES: 2003). The manual describes how the questionnaires were designed, how the samples were developed, data collection experiences, and file information needed to analyze the NHES: 2003 data sets. The surveys fielded as part of NHES: 2003 were the Parent and Family Involvement in Education survey and the Adult Education for Work-Related Reasons survey.
|NCES 2004405||ELS: 2002 Base Year Data File User's Manual
This data file user’s manual documents the procedures and methodologies employed during the Education Longitudinal Study of 2002 (ELS:2002) base year. The manual is designed to provide guidance and documentation for users of the public-use data as released in Electronic Codebook (ECB) format (NCES 2004-404). Included in the manual are the following: an overview of the study and its predecessor studies; an account of instrumentation (both the assessment battery and the various questionnaires); documentation of the sample design, weighting, design effects, and analyses of data quality; a summary of the data collection methodology and results, including detailed response rates; a description of data preparation and processing activities; and an overview data file structure and contents. In addition, there are a number of appendices.

This report provides detailed survey documentation for the 2000 School Survey on Crime and Safety. It covers such topics as sample design, data collection procedures, reponse rates, data editing and coding, imputation, weighting, and variance estimation.
|NCES 2004308||2000 School Survey on Crime and Safety: Public-Use Data File User's Manual
This report provides users with information about the public-use data file for the 2000 School Survey on Crime and Safety. It contains general information about the survey as well as file layout information and codebook information about each variable on the file.
|NCES 2003603||NCES Handbook of Survey Methods
This publication presents explanations of how each survey program in NCES obtains and prepares the data it publishes. The Handbook aims to provide users of NCES data with the information necessary to evaluate the suitability of the statistics for their needs, with a focus on the methodologies for survey design, data collection, and data processing.
|NCES 2003601||NCES Statistical Standards
This publication contains the 2002 revised statistical standards and guidelines for the National Center for Education Statistics (NCES). These standards and guidelines are intended for use by NCES staff and contractors to guide them in their data collection, analysis, and dissemination activities. They are also intended to present a clear statement for data users regarding how data should be collected in NCES surveys, and the limits of acceptable applications and use. Users should be cognizant that the contents of this publication are continually being reviewed for technological and statistical advances.
|NCES 2002323||USER'S MANUAL: NELS:88 Base-Year to Fourth Follow-up: Student Component Data File
This data file user's manual documents the procedures and methodologies employed during the National Education Longitudinal Study of 1988 (NELS:88). The manual is designed to provide guidance and documentation for users of the public-release data for the base-year data collection in 1988 through the fourth follow-up study, which took place 12 years later in 2000 (NELS:88/2000). Included in this report are also the results of the intermediate data collections, which took place in 1990 (the first follow-up study, 1992 (the second follow-up study), and 1994 (the third follow-up NELS:88/94). This manual will familiarize the user with each wave of NELS:88
|NCES 2002152||National Postsecondary Student Aid Study 1999-2000 [NPSAS:2000] Methodology Report
This report describes the methods and procedures used for the 2000 National Postsecondary Student Aid Study (NPSAS:2000). NPSAS:2000 is a comprehensive study of financial aid among postsecondary education students in the United States and Puerto Rico that provides information on trends in financial aid and on the ways in which families pay for postsecondary education. NPSAS:2000 included important changes from previous NPSAS surveys (conducted in 1987, 1990, 1993, and 1996) in its sample design and collection of data. For example, the current study is the first to utilize a Web-based computer-assisted data entry (Web-CADE) system for student record abstraction. However, sufficient comparability in survey design and instrumentation was maintained to ensure that important comparisons with past NPSAS studies could be made.
|NCES 200203||National Postsecondary Student Aid Study 1999–2000 (NPSAS:2000), CATI Nonresponse Bias Analysis Report
Because the student telephone interview response rates for NPSAS:2000 were less than 70 percent in some institutional sectors, an analysis was conducted to determine if Computer Assisted Telephone Interview (CATI) estimates were significantly biased due to CATI nonresponse. Considerable information was known for CATI nonrespondents and these data were used to analyze and reduce the bias. The distributions of several variables using the design-based, adjusted weights for study respondents (study weights) were found to be biased before CATI nonresponse adjustments. The CATI nonresponse and poststratification procedures, however, reduced the bias for these variables; and the remaining relative bias ranged from 0 to 0.35 percent.
