NCES 2022050 Program for the International Assessment of Adult Competencies (PIAAC) State-level Estimation for Age and Education Groups Methodology Report
This is the second methodology report on Program for the International Assessment of Adult Competencies (PIAAC) Small Area Estimation (SAE) published by the National Center for Education Statistics in PIAAC Cycle I. The first report was written to describe the methodology used for the purpose of creating model-based estimates of average scores and high, middle, and low proficiency levels of adult skills for all states and counties in the U.S. This report further describes the statistical models to produce the same types of estimates for state-level age and education groups.

NCES 2022008 National Adult Literacy Survey (NALS) 1992 Restricted Use File (RUF) with Rescaled Literacy Scores for Trend with the Program for the International Assessment of Adult Competencies (PIAAC) – Household and Prison
The National Adult Literacy Survey (NALS) was a national study that collected background demographic and skills information about U.S. adults in households and in prison. The NALS 1992 restricted-use files (RUF) with rescaled literacy scores contain individual unit data including both responses to the background questionnaire and the cognitive assessment from the NALS data collection, completed in 1992. The file contains rescaled plausible values for literacy and some trend background questionnaire items to allow for trend analysis with the U.S. Program for the International Assessment of Adult Competencies (PIAAC) data. The RUF with rescaled scores can be accessed through a restricted use license agreement with the National Center for Education Statistics.

This Data Point summarizes trends in adult literacy and numeracy skills since the 1990s for countries that participated in all three international adult literacy studies over the past three decades: Canada, Hungary, Italy, Norway, the Netherlands, New Zealand and the United States. These studies are the International Adult Literacy Survey (IALS), conducted in 1994-98; the Adult Literacy and Lifeskills Survey (ALL), conducted in 2003-08; and the Program for the International Assessment of Adult Competencies (PIAAC), conducted in 2012-17.

NCEE 2021007 Adult Education Strategies: Identifying and Building Evidence of Effectiveness
The Workforce Innovation and Opportunity Act encourages adult education programs to use evidence-based strategies to improve services and participant success. This systematic review of research suggests a need for more rigorous studies, as there is not yet much evidence to guide decision making around instructional and support strategies for adult learners.

REL 2020025 Self-Study Guide for Evidence-Based Practices in Adult Literacy Education
The purpose of this self-study guide is to help adult literacy education providers collect, organize, and analyze evidence that they can use to improve program performance. It was designed to help educators consider which types of evidence to collect and which components of adult education instruction may be important for evaluating implementation. Sources of evidence for this review include records and data such as lesson plans, rosters, and student results confirming that processes are in place to monitor teacher and student success. The components important to evaluation of implementation were determined based on a thorough review of the literature on adult education. The guide was developed in partnership with the Regional Educational Laboratory Southeast's Florida Career Readiness Research Alliance. It was pilot tested with Florida adult literacy educators through the support of the Institute for the Professional Development of Adult Educators.

NCES 2020047 U.S. PIAAC Skills Map: State and County Indicators of Adult Literacy and Numeracy
The U.S. PIAAC Skills Map allows users to access estimates of adult literacy and numeracy proficiency in all U.S. states and counties through heat maps and summary card displays. It also provides estimates of the precision of its indicators and facilitates statistical comparisons among states and counties. The users guide explains reporting practices and statistical methods that are needed to accurately use these state and county estimates and it provides examples of common uses.

NCES 2020032 Program for the International Assessment of Adult Competencies (PIAAC) U.S. Combined 2012/14/17 Sample Restricted Use File (RUF)
The PIAAC U.S. 2012/2014/2017 Restricted Use File (RUF) consists of data from the PIAAC combined 2012/2014/2017 household sample. It contains data for individuals including responses to the background questionnaire and the cognitive assessment. Statistical confidentiality treatments were applied due to confidentiality concerns. The RUF can be accessed through a restricted use license agreement with the National Center for Education Statistics. For more details on the data, please refer to Appendix E of the U.S. PIAAC technical report. (NCES 2020-224).

NCES 2020127 PIAAC International Highlights Web Report
Using the data from the Program for the International Assessment of Adult Competencies (PIAAC), this web-based highlights report sets the performance of U.S. adults within the context of the international average among the 32 countries that participated between 2012 and 2015. In addition, U.S. results are compared to results from selected higher performing countries. PIAAC is a large-scale international study of working-age adults (ages 16–65) that assesses adult skills in three domains (literacy, numeracy, and digital problem solving) and collects information on adults’ education, work experience, and other background characteristics.

This web-based highlights report provides overall results for all three PIAAC domains, as well as results for the following key variables: educational attainment, current employment status, nativity, and self-reported health status.
