The RUF can be accessed through a restricted use license agreement with the National Center for Education Statistics. The Program for the International Assessment of Adult Competencies (PIAAC) is a large-scale international study of working-age adults (ages 16–65) that assesses adult skills in three domains (literacy, numeracy, and digital problem solving) and collects information on adults’ education, work experience, and other background characteristics. Three data collection efforts are described in this web-based technical report: the U.S. PIAAC 2012 Main Study (5,000 respondents), the U.S. PIAAC 2014 National Supplement (3,660 respondents), and the PIAAC 2017 (3,600 respondents). The technical report is designed to provide researchers with an overview of the design and implementation of PIAAC in the United States. The report includes detailed information on sample design, survey instruments, the data collection procedures, data quality, weighting, scaling, and data analysis. In addition, a user guide is included that provides information to help support analysis of the data. |

Changes in demographics as well as changes in performance within each of the variables between 2012/14 and 17 are discussed. |

The Program for the International Assessment of Adult Competencies (PIAAC) is a cyclical, large-scale study of adult cognitive skills and life experiences. The study focuses on cognitive skills in three domains: literacy, numeracy, and problem solving in technology-rich environments. The purpose of this report is to provide researchers a simple and efficient way of investigating policy issues related to young adults (age 16-34) and their transition into the labor force using PIAAC data. In particular, the report introduces a student-and-employment status variable, explains how this variable was developed, and illustrates the use of the variable, reporting skills by student and employment status. The initial PIAAC 2012/2014 First Look report was released in 2016. |

REL 2017223 | State strategies to facilitate adult learners' transitions to postsecondary opportunities
The purpose of this study was to catalog the array of strategies Midwest states use to support adult learners' transitions to postsecondary opportunities. Prior research has categorized adult education post-program transition strategies in the U.S. into five broad categories: (1) advising, (2) "GED-plus," (3) English as a second language, (4) career pathways, and (5) college preparatory (Zafft, Kallenbach, & Spohn, 2006). Using data from interviews with one state administrator and one local adult education director in each of six Midwestern states, this exploratory study found that these strategies often are combined in novel ways and that there are many "sub-strategies" within and across these categories. In addition, this exploratory study found that although data from the National Reporting System for Adult Education Programs (NRS) indicate there is large variation in adult learners’ post-secondary participation, these data may not be reported consistently nationwide. This report suggests areas for future research that can build off the findings raised here; for example, future studies may investigate the degree to which NRS data are comparable across states, or the efficacy of the policies, programs, and strategies described here on outcomes of interest. |

In addition to the variables in the Prison Study PUF (NCES 2016-337REV), the RUF contains detailed versions of variables and additional data collected through U.S. specific questionnaire routing. The U.S. PIAAC Survey of Incarcerated Adults was designed to provide policymakers, administrators, educators, and researchers with information to improve educational and training opportunities for incarcerated adults and foster skills they need in order to return to, and work successfully in, society upon release from prison. This report highlights data from the survey’s extensive background questionnaire and direct assessments of cognitive skills. It examines the skills of incarcerated adults in relationship to their work experiences and to their education and training in prison. Results for incarcerated adults on the literacy and numeracy domains are presented in two ways: (1) as scale scores (estimated on a 0-500 scale), and (2) as percentages of adults reaching the proficiency levels established for each of these domains. The report includes results for groups of incarcerated adults by various characteristics, including employment prior to incarceration, experiences with prison jobs, skills certifications, educational attainment in prison, and participation in academic programs and training classes. |
