NCES 2021047 Program for the International Student Assessment (PISA) 2018 Restricted-Use Files (RUF)

The PISA 2018 Restricted Use File (RUF) consists of restricted-use data from PISA 2018 for the United States. The data file and documentation includes the data file, a codebook, instructions on how to merge with the U.S. PISA 2018 public-use dataset (NCES 2021-047), and a cross-walk to assist in merging with other public datasets, such as the Common Core of Data (CCD) and Private School Survey (PSS). As these data files can be used to identify respondent schools, a restricted-use license must be obtained before access to the data is granted. Click on the restricted-use license link below for more details https://nces.ed.gov/surveys/pisa/datafiles.asp.

For more details on the data, please refer to chapter 9 of the PISA 2018 Technical Report and User Guide (NCES 2021-011).

NCES 2018121 Administering a Single-Phase, All-Adults Mail Survey: A Methodological Evaluation of the 2013 NATES Pilot Study
This report describes the methodological outcomes from an address-based sampling (ABS) mail survey, the 2013 pilot test of the National Adult Training and Education Survey. The study tested the feasibility of (1) using single-stage sampling, rather than two-stage sampling (with a screener to identify adults within households), and (2) mailing out three individual survey instruments per household versus a composite booklet with three combined instruments.

NCES 2017095 Technical Report and User Guide for the 2015 Program for International Student Assessment (PISA)
This technical report and user guide is designed to provide researchers with an overview of the design and implementation of PISA 2015 in the United States, as well as information on how to access the PISA 2015 data. The report includes information about sampling requirements and sampling in the United States; participation rates at the school and student level; how schools and students were recruited; instrument development; field operations used for collecting data; detail concerning various aspects of data management, including data processing, scaling, and weighting. In addition, the report describes the data available from both international and U.S. sources, special issues in analyzing the PISA 2015 data, as well as a description of merging data files.

NCES 2017012 NATES 2013: Nonresponse Bias Analysis Report
The 2013 National Adult Training and Education Survey (NATES) was a pilot study that tested the feasibility of using address-based sampling and a mailed questionnaire to collect data on the education, training, and credentials of U.S. adults. This report presents study findings related to nonresponse bias. Nonresponse adjustments corrected for bias on key outcome measures, but not for many background variables. Auxiliary data were found to be of potential use in correcting this bias.

NCES 201002 2008/09 Baccalaureate and Beyond Longitudinal Study (B&B:08/09) Field Test Methodology Report - Working Paper Series
This report describes the methodology and findings for the field test of the 2008/2009 Baccalaureate and Beyond Longitudinal Study (B&B:08/09). These students, who completed their bachelorís degree requirements during the 2007-08 academic year, were first interviewed as part of the 2008 National Postsecondary Student Aid Study (NPSAS:08) field test. BPS:08/09 is the first follow-up of this cohort. The B&B:08/09 field test was used to plan, implement, and evaluate methodological procedures, instruments, and systems proposed for use in the full-scale study scheduled for the year following graduation from a bachelorís degree program. The report provides the sampling design and methodologies used in the field test. It also describes data collection outcomes, including response rates, interview burden, and results of incentive, mailing, and prompting experiments. In addition, the report provides details on the evaluation of data quality for reliability of responses, item nonresponse, and question delivery and data entry error. Recommendations for the full-scale study are provided for the sampling design, locating and tracing procedures, interviewer training, data collection, and instrumentation.

NCES 2009088 Program for International Student Assessment (PISA) 2003: U.S. Nonresponse Bias Analysis
This report is concerned with the extent of potential bias introduced into the 2003 U.S. study through nonresponse on the part of schools and students. Three bias analyses were conducted to address the issues of school nonresponse, student nonresponse, as well as possible achievement differences between students in the spring and fall testing sessions. The analysis compares selected characteristics likely to reflect bias in participation from participating and nonparticipating schools. The results suggest that there is little potential for nonresponse bias in the PISA original participating sample based on the characteristics studied. The results also suggest that, based on the characteristics studied, there is some potential for nonresponse bias in the PISA student sample, using base weights.
