Project Activities
Phase I will develop a functional web-based prototype integrating four core components. First, a tamper-evident audit system using cryptographic hash chains with RFC 3161-compliant timestamps will create immutable, litigation-grade records of all IEP-related actions, serving dual purposes of compliance documentation and precise time-to-compliance measurement for efficiency validation. Second, an AI-powered compliance engine employing RAG architecture will validate documentation against federal IDEA requirements and Title 5 of the California Code of Regulations, cross-referencing all recommendations against evidence-based interventions. By leveraging frontier models like Claude Opus 4.1 through RAG rather than training custom models, we anticipate 96 percent or higher accuracy based on validated LLM performance in similar domains. Third, a multi-modal interface accepting speech, document uploads, and traditional text will generate compliant IEP drafts, offering both standalone functionality and content generation for existing systems. Fourth, automated notification systems will manage stakeholder communications and deadline tracking.
The nine-month project includes partnership formalization with districts currently served through our speech pathology corporation, development of secure cloud infrastructure leveraging our proven EASI platform, systematic anonymization and knowledge base development using hundreds of complete IEPs from our 13-year operational history, and pilot testing with 5 to 10 case managers tracking actual workflow patterns through immutable timestamps. Success metrics include 20 to 30 percent documented time reduction for annual IEPs in controlled testing, 80 to 85 percent compliance accuracy requiring minimal revision, and user proficiency within 30 to 45 minutes.
