Colorado RISE (Relevant Information to Strengthen Education) Continuation

The Colorado RISE Continuation Project builds on the strong foundation of successful 2007 and 2009 SLDS grants to Colorado that expanded and refined the SLDS technology infrastructure. CDE plans to stand-up a PROVIDE based reporting architecture based on the CEDS database model as a step toward ultimately putting standardized education data in the hands of parents, teachers, schools, districts and key decision makers. CDE's last grant came in 2009 and was responsible for the implementation of the CAPTURE, LINK and PROVIDE infrastructure in use today. Only a small portion of the planned PROVIDE and no PERFORM funding was contained in the SLDS grant, so PROVIDE is moving forward as possible with state funding. Since then, CDE made great progress in its business intelligence (BI) capabilities and stakeholder reporting through these efforts, but there is one remaining gap in the underlying infrastructure that, if addressed, would move PERFORM to the next level. CDE believes this step forward is only possible by creating a data reporting architecture that is Microsoft SQL Server CEDS based, providing an easy to use data presentation layer from the current Data Warehouse. This CEDS based layer will be driven from the established SLDS Data Warehouse. Establishing a CEDS based reporting architecture in Microsoft SQL Server is the first phase of CDE's long term plan to convert to a Microsoft infrastructure. CDE envisions a Microsoft infrastructure which enables, aids and leverages collaboration with other states and NCES (i.e. implementation of Generate). CDE also recognizes the increased need for data outside of the K–12 landscape. Linkages to other agencies including the Department of Higher Education (DHE) and the Colorado Department of Human Services are operational and providing real value to all of the stakeholders. CDE's plan is to extend the initial workforce linkages with the Colorado Department of Labor and Employment (CDLE) to provide desired linkages to DHE and potentially other career pathway organizations for specific outcome based longitudinal reporting. This combined strategy supports CDE's strategic goal of "All Means All" and offers cost-savings in both resource and licensing costs.

• Develop Adult Education use case reporting
• Develop Concurrent Enrollment use case reporting
• Evaluate and utilize other states CEDS reporting tools

• Implement efficiencies in CEDS EDFacts reporting
• Utilize CEDS reporting tools for Schools and Districts
• Utilize CEDS reporting tools to improve student outcomes
