Investigating State, District, and School Variability in the English Learner Achievement Gap

Purpose: The purpose of this study is to explore the achievement gap between students whose primary language is English and students identified as English Language Learners [ELL] in an attempt to determine whether the gap between these two groups is differentially related to the policies and practices of students and their families, teachers and schools, and districts, and states.
