Scaling the BELLA Professional Learning Program

NCER
Program: Small Business Innovation Research
Award amount: $1,000,000
Project director: Leslie Babinski
Awardee:
FigStar Learning, LLC
Year: 2024
Award period: 2 years (07/01/2024 - 06/30/2026)
Project type:
Direct to Phase II
Contract number: 91990024C0016

Purpose

School leaders are seeking professional learning opportunities to support early literacy for children who are English learners, who represent about 15% of kindergarten and grade 1 students in public schools in the United States today. Through a prior IES award, researchers created BELLA (Bridging English Language Learning and Academics), a professional learning program for educators of EL students. While efficacy research through a subsequent IES award demonstrated that the BELLA is effective for training educators and improving child outcomes, the model is not ready to be used at scale across non-research settings. This project will develop a new Learning Management System to enable the BELLA to be used scale across different settings.

Project Activities

During the Direct to Phase II project, the project team will: migrate the current BELLA program to a new Learning Management System (LMS) platform that will integrate universal design principles to improve the experience for all users; update training modules for school facilitators and implementation coaches who deliver, implement, and sustain BELLA; and create and test large language models (LLMs) to automatically score micro-credential and implementation deliverables and make recommendations for improvements. After development is complete, the researchers will conduct a pilot study of the new BELLA with 24 grade school educators and 96 students (4-per educator) over 4-months.  The researchers will examine whether educators are able to use and if they believe the new BELLA would be practical for use in real-world applications across different settings, and whether the new BELLA program improves outcomes to the same or greater extent as the prior BELLA for students. Researchers will test outcomes using the MAP Growth K–2, a computer adaptive reading assessment.

Products and publications

The current version of the BELLA is a teacher professional learning program that provides Kindergarten to grade 1 classroom teachers of EL students with a framework for collaboration, strategies for language and literacy instruction, and approaches for incorporating families' community cultural wealth into the learning experience. The program includes 12 content modules and implementation activities. The school-based team collaborates weekly using a semi-structured framework and receives monthly virtual implementation coaching support. This project will ready the BELLA for use at scale through: the creation of a new LMS platform to organize information and integrate universal design principles to improve the user experience through engaging and visually appealing asynchronous packaged modules; updated training modules for school district facilitators and implementation coaches to deliver, implement, and sustain the BELLA program; and a real-time driven feedback dashboard that automatically scores micro-credentials and generates personalized implementation planning materials.
