This partnership engages staff from the Kentucky Department of Education (KDE) to develop and implement an evaluation plan for the Mathematics Achievement Fund (MAF) grant program. The MAF program was established by the Kentucky legislature to support teacher training and implementation of intervention services for primary school students struggling to meet grade-level expectations in mathematics; the latest grant cycle of the MAF program began in July 2022 and funds training for school-based mathematics coaches in 13 elementary schools during the 2022/23 and 2023/24 school years. The evaluation will provide both periodic formative assessment of progress toward MAF program goals as well as annual summative reporting to KDE leaders and the Kentucky legislature. As part of this evaluation plan, REL Appalachia staff are also collaborating with the KDE partners and other leaders involved in the MAF program to develop a coaching conversation observation rubric to assess the quality of instructional coaching and fidelity to program expectations. These activities will contribute to the short-, medium-, and long-term outcomes described in the partnership logic model below.
Current Projects
This TCTS project is building the capacity of Kentucky Department of Education staff to collect and use data to inform MAF program planning, support MAF coaches, and evaluate outcomes. The project also builds the capacity of MAF coaches to reflect on their practice and use data to improve their support for teachers. To accomplish these objectives, the project includes two interrelated phases: developing the MAF coaching rubric, and designing and implementing an evaluation of the MAF program.
