The design of high-quality professional learning experiences for teachers, including access to four-year and graduate-level teacher preparation, was a complex and challenging issue in the Pacific region. The Federated States of Micronesia (FSM) Partnership for the Improvement of Teaching was committed to focusing on the improvement of teaching (pre-service and in-service) at the national and state (Chuuk, Kosrae, Pohnpei, and Yap) levels.
