What Were the Reach and Impact of the Oregon Promise Financial Aid Program in Its First Two Years?

Summary

To make college more attainable for low- and middle-income students, in 2015 Oregon became one of the first states in the country to introduce a promise program--a grant that covers most tuition at community college for eligible Oregon students. Oregon education leaders requested a study to assess the program's reach and impact. The REL Northwest study found that in its first two years, the program had a broad reach and a positive impact on high school graduates' college persistence and completion.

Education leaders in Oregon and other states can use these and other findings to inform decisions about financial aid programs, including eligibility requirements and how to support recipients.
