Summary

This publication provides descriptive statistics on the numbers and characteristics of the population of non-English language speakers. Data will be provided for two time periods, 1979 and 1989, allowing some trend analysis. The report will show languages spoken, reported English language ability, school enrollment and progress through school. Some discussion of definitions of Limited English Proficiency (LEP) will be in the text with estimates of numbers of LEP persons based upon these definitions.
