Evidence and Gap Map of Tier 2 Literacy Interventions in CNMI for Grades K-3

Summary

Evidence Gap CNMI coverIn response to a request from the Commonwealth of the Northern Mariana Islands (CNMI) Public School System (PSS), REL Pacific conducted a systematic review of Tier 2 literacy interventions for students in grades K-3. In this review, a Tier 2 literacy intervention is defined as a supplemental instructional program delivered to students who require support in addition to the Tier 1 core reading program. REL Pacific identified 267 studies on Tier 2 literacy interventions, and 20 of these studies met What Works Clearinghouse (WWC) 5.0 standards with or without reservations. Findings from this review showed that two interventions--Reading Recovery and Literacy First--had strong evidence, as defined by the Every Student Succeeds Act (ESSA). One additional intervention--Achieve3000--had moderate evidence, as defined by ESSA. This report includes an evidence and gap map, as well as a supplemental matrix that highlights implementation strategies used by each intervention.

 

Resource to Support Selecting Effective Reading Interventions for Grades K-3

Thumbnail of CNMI Infographic This infographic provides an overview of the Evidence and Gap Map (EGM) developed by REL Pacific in partnership with the Commonwealth of the Northern Mariana Islands (CNMI) Public School System to support the selection of effective K-3 reading interventions.  It provides an excerpt of the EGM and explains how to interpret improvement indices, ESSA evidence tiers, and literacy domains. It also demonstrates how educators can use the EGM and Supplemental Intervention Component Matrix to make data-informed decisions aligned with student needs. Although developed for CNMI, the guidance may be useful to educators and leaders outside the region interested in evidence-based literacy interventions.
