REL Northwest developed a facilitator's guide with accompanying slides and handouts for district and school leaders to increase the use of evidence-based practices for a multi-tiered system of support in reading (MTSS-R). The facilitator's guide outlines a series of professional learning sessions for K–12 districts and school teams to engage in continuous improvement, including directions for individual and group activities as well as collaborative learning and reflection time.

In collaboration with Laurel Public Schools, REL Northwest developed these materials for Montana districts to use to improve their multi-tiered systems of support for reading instruction and assessment. Through the professional learning series, REL Northwest aimed to support Montana school and district Literacy Leadership Teams in expanding their knowledge of MTSS-R, ultimately increasing schools' capacity to use data-based decision making effectively and raise student achievement in reading.
