Summary

Early literacy benchmark assessments can inform decisions about instructional planning, funding, public reporting, and which students may need additional reading support. Establishing defensible cutscores for these assessments requires a transparent standard setting process grounded in evidence.

Developed in response to a request from the Idaho State Department of Education, these companion resources support planning for Idaho Reading Indicator standard setting. The brief summarizes research-based standard setting approaches and compares their strengths and limitations. The decisionmaking framework organizes key questions related to assessment purpose, performance levels, predictive evidence, interest holder roles, validation, communication, and periodic review.
