Celebrating the ECLS-K:2024: Providing Key National Data on Our Country’s Youngest Learners

It’s time to celebrate!

This spring, the Early Childhood Longitudinal Study, Kindergarten Class of 2023–24 (ECLS-K:2024) is wrapping up its first school year of data collection with tens of thousands of children in hundreds of schools across the nation. You may not know this, but NCES is congressionally mandated to collect data on early childhood. We meet that charge by conducting ECLS program studies like the ECLS-K:2024 that follow children through the early elementary grades. Earlier studies looked at children in the kindergarten classes of 1998–99 and 2010–11. We also conducted a study, the Early Childhood Longitudinal Study, Birth Cohort (ECLS-B), that followed children from birth through kindergarten entry.

As the newest ECLS program study, the ECLS-K:2024 will collect data from both students and adults in these students’ lives (e.g., parents, teachers, school administrators) to help us better understand how different factors at home and at school relate to children’s development and learning. In fact, the ECLS-K:2024 allows us to provide data not only on the children in the cohort but also on kindergarten teachers and the schools that educate kindergartners.

What we at NCES think is worthy of celebrating is that the ECLS-K:2024—like other ECLS program studies,

  • provides the statistics policymakers need to make data-driven decisions to improve education for all;
  • contributes data that researchers need to answer today’s most pressing questions related to early childhood and early childhood education; and
  • allows us to produce resources for parents, families, teachers, and schools to better inform the public at large about children’s education and development.

Although smaller-scale studies can answer numerous questions about education and development, the ECLS-K:2024 allows us to provide answers at a national level. For example, you may know that children arrive to kindergarten with different skills and abilities, but have you ever wondered how those skills and abilities vary for children who come from different areas of the country? How they vary for children who attended prekindergarten programs versus those who did not? How they vary for children who come from families of different income levels? The national data from the ECLS-K:2024 allow us to dive into these—and other—issues.

The ECLS-K:2024 is unique in that it’s the first of our early childhood studies to provide data on a cohort of students who experienced the coronavirus pandemic. How did the pandemic affect these children’s early development and how did it change the schooling they receive? By comparing the experiences of the ECLS-K:2024 cohort to those of children who were in kindergarten nearly 15 and 25 years ago, we’ll be able to answer these questions.

What’s more, the ECLS-K:2024 will provide information on a variety of topics not fully examined in previous national early childhood studies. The study is including new items on families’ kindergarten selection and choice; availability and use of home computers and other digital devices; parent-teacher association/organization contributions to classrooms; equitable school practices; and a myriad of other constructs.

Earlier ECLS program studies have had a huge impact on our understanding of child development and early education, with hundreds of research publications produced using their data (on topics such as academic skills and school performance; family activities that promote learning; and children’s socioemotional development, physical health, and well-being). ECLS data have also been referenced in media outlets and in federal and state congressional reports. With the launch of the ECLS-K:2024, we cannot wait to see the impact of research using the new data.

Money Matters: Exploring Young Adults’ Financial Literacy and Financial Discussions With Their Parents

Financial literacy is a critical skill for young adults—especially as they begin to enter college or the workforce—that is often needed for partial or full financial independence and increased financial decision making.

The Program for International Student Assessment (PISA)—which is coordinated by the Organization for Economic Cooperation and Development (OECD)—gives us a unique opportunity to analyze and understand the financial literacy of 15-year-olds in the United States and other education systems around the world. PISA is the only large-scale nationally representative assessment that measures the financial literacy skills of 15-year-olds. The financial literacy domain was administered first in 2012 and then in 2015 and 2018. The 2018 financial literacy cycle assessed approximately 117,000 students, representing about 13.5 million 15-year-olds from 20 education systems. The fourth cycle began in fall 2022 in the United States and is currently being conducted.


How Frequently Do Students Discuss Financial Topics With Their Parents?

In 2018, all education systems that administered the PISA financial literacy assessment also asked students to complete a questionnaire about their experiences with money matters in school and outside of school. In the United States, about 3,500 students out of the total 3,740 U.S. PISA sample completed the questionnaire.

This blog post explores how frequently students reported talking about the following five topics with their parents (or guardians or relatives):

  1. their spending decisions
  2. their savings decisions
  3. the family budget
  4. money for things they want to buy
  5. news related to economics or finance

Students’ answers were grouped into two categories: frequent (“a few times a month” or “once a week or more”) and infrequent (“never or almost never” or “a few times a year”).

We first looked at the degree to which students frequently discussed various financial topics with their parents. In 2018, the frequency of student-parent financial discussions varied by financial topic (figure 1):

  • About one-quarter (24 percent) of U.S. 15-year-old students reported frequently discussing with their parents news related to economics or finance.
  • More than half (53 percent) of U.S. 15-year-old students reported frequently discussing with their parents money for things they wanted to buy.

Do male and female students differ in how frequently they discuss financial topics with their parents?

In 2018, higher percentages of female students than of male students frequently discussed with their parents the family budget (35 vs. 32 percent) and money for things they wanted to buy (56 vs. 50 percent). Meanwhile, a lower percentage of female students than of male students frequently discussed with their parents news related to economics or finance (21 vs. 26 percent) (figure 2).

Are Students’ Financial Literacy Scores Related to How Frequently They Discuss Financial Matters With Their Parents?

With a scale from 0–1,000, the PISA financial literacy assessment measures students’ financial knowledge in four content areas:

  1. money and transactions
  2. planning and managing finances
  3. risk and reward
  4. the financial landscape

In 2018, the average score of 15-year-old students ranged from 388 points in Indonesia to 547 points in Estonia. The U.S. average (506 points) was higher than the average in 11 education systems, lower than the average in 4 education systems, and not measurably different from the average in 4 education systems. The U.S. average was also not measurably different from the OECD average.

We also examined the relationship between frequent parent–student financial discussions and students’ financial literacy achievement (figure 3). After taking into account students’ gender, race/ethnicity, immigration status, and socioeconomic status—as well as their school’s poverty and location—the results show that students who reported frequently discussing spending decisions with their parents scored 16 points higher on average than did students who reported infrequently discussing this topic. On the other hand, students who reported frequently discussing news related to economics or finance with their parents scored 18 points lower on average than did students who reported infrequently discussing this topic.

Do Students Think That Young Adults Should Make Their Own Spending Decisions?

We also explored whether students agreed that young people should make their own spending decisions. In 2018, some 63 percent of U.S. 15-year-old students reported they agreed or strongly agreed, while 37 percent reported that they disagreed.

Do male and female students differ in their agreement that young adults should make their own spending decisions?

When comparing the percentage of male versus female students, we found that a lower percentage of female students than of male students agreed or strongly agreed that young people should make their own spending decisions (59 vs. 66 percent). This pattern held even after taking into account students’ gender, race/ethnicity, immigration status, and socioeconomic status as well as school poverty and location.  


Upcoming PISA Data Collections

A deeper understanding of the frequency of parent–student financial conversations, the types of topics discussed, and the relationships between financial topics and financial literacy could help parents and educators foster financial literacy across different student groups in the United States.

PISA began collecting data in 2022 after being postponed 1 year due to the COVID-19 pandemic; 83 education systems are expected to participate. The PISA 2022 Financial Literacy Assessment will include items from earlier years as well as new interactive items. The main PISA results will be released in December 2023, and the PISA financial literacy results will be released in spring/summer 2024.

New Analysis Reveals Differences in Parents’ Satisfaction With Their Child’s School Across Racial/Ethnic Groups

The National Household Education Surveys (NHES) program collects nationally representative, descriptive data on the educational activities of children and families in the United States. Specifically, NHES’s Parent and Family Involvement in Education (PFI) survey collects data about how families of K–12 students connect to their child’s school. Parents are asked questions about their involvement in and satisfaction with their child’s school as well as school choice.

This blog expands on the PFI First Look report, and more analysis of race and ethnicity in education and early childhood is available in new web tables.

The results from 2019 PFI survey—which was administered before the coronavirus pandemic—show differences across racial/ethnic groups1 in parents’ satisfaction with their child’s school. Overall, White students tended to have parents who were “very satisfied” with their child’s schools, teachers, and academic standards at the highest rates. 

Satisfaction with schools

In 2019, about two-thirds (67 percent) of White students had parents who were “very satisfied” with their child’s school (figure 1). This percentage was higher than the percentages for Hispanic students (64 percent), Asian or Pacific Islander students (61 percent), Black students (59 percent), and “Other race” students2 (57 percent).

A higher percentage of Hispanic students had parents who were “very satisfied” with their child’s school (64 percent) than did Black students (59 percent) and “Other race” students (57 percent).

Satisfaction with teachers

Sixty-six percent of White students had parents who were “very satisfied” with their child’s teachers in 2019 (figure 2). This percentage was higher than the percentages for Hispanic students (62 percent), Black students (60 percent), “Other race” students (58 percent), and American Indian or Alaska Native students (49 percent). The percentage for Asian or Pacific Islander students was not measurably different from the percentages for any other racial/ethnic group.

Satisfaction with academic standards

In 2019, about 64 percent of White students had parents who were “very satisfied” with the academic standards of their child’s school (figure 3). This percentage was higher than the percentages for Black students and Hispanic students (60 percent each), Asian or Pacific Islander students (56 percent), and “Other race” students (55 percent). The percentage for American Indian or Alaska Native students was not measurably different from the percentages for any other racial/ethnic group.

Online Training for the 2019 NHES Early Childhood Program Participation Survey Data and Parent and Family Involvement in Education Survey Data

The NCES National Household Education Survey (NHES) program administered two national surveys in 2019—the Early Childhood Program Participation (ECPP) survey and the Parent and Family Involvement in Education (PFI) survey. The ECPP survey collects information on young children’s care and education, including the use of home-based care with both relatives and nonrelatives and center-based care and education. The survey examines how well these care arrangements cover work hours, costs of care, location of care, the process of selecting care, and factors making it difficult to find care. The PFI survey collects information on a range of issues related to how families connect to schools, including information on family involvement with schools, school choice, homeschooling, virtual education, and homework practices.

NCES released data from the 2019 NHES administration on January 28, 2021. For each of the two surveys, this release includes the following:

  • Public-use data files, in ASCII, CSV, SAS, SPSS, Stata, and R
  • Restricted-use data files (in formats listed above and with codebook)
  • Public-Use Data File Codebook
  • Data File User’s Manual (for both public-use and restricted-use files)

That’s a lot of information! How should you use it? We suggest you start by viewing the NHES online data Distance Learning Dataset Training modules. The modules provide a high-level overview of the NHES program and the data it collects. They also include important considerations to ensure that your analysis takes into account the NHES’s complex sample design (such as applying weights and estimating standard errors).

Spotlight on American Education Week, Part 1: Celebrating U.S. Public Education with the National Teacher and Principal Survey (NTPS)

In 1921, the National Education Association (NEA) sponsored the first American Education Week to express gratitude for U.S. public school educators who work hard every day to ensure all students receive a quality education. To celebrate education professionals working in the more than 98,000 U.S. public schools during this year’s American Education Week, NCES will share facts and figures from the National Teacher and Principal Survey (NTPS) in two blogs (read part 2 here).

The NTPS is a great resource for educators looking to better understand the characteristics and experiences of their professional communities both nationally and by state (using the NTPS State Dashboard). The NTPS collects information about school conditions and the demographics of public and private school teachers and principals, providing data that policymakers and researchers use to inform funding and other decisions.

In honor of American Education Week, here are some selected facts and figures about U.S. public schools from the NTPS (note that these data were collected prior to the coronavirus pandemic).

AEW Day 1: U.S. Public Schools (2017–18 NTPS)

  • The majority of elementary teachers teach in self-contained classrooms (i.e., they instruct the same group of students all or most of the day), while the majority of middle and high school teachers teach in departmentalized classrooms (i.e., they teach several classes of different students all or most of the day in different subjects).[1]
    • The average class size for teachers in self-contained classrooms in primary schools was 21 students (figure 1).
    • The average class size for teachers in departmentalized classrooms in middle schools was 25 students, which was higher than the average class size for teachers in departmentalized classrooms in high schools (23 students).

NOTE: Self-contained classes are defined as instruction to the same group of students all or most of the day in multiple subjects. Departmentalized instruction is defined as instruction to several classes of different students most or all of the day in one or more subjects. Among all public school teachers, 25 percent teach self-contained classes in primary schools, 1 percent do so in middle schools, and 1 percent do so in high schools; 8 percent teach departmentalized classes in primary schools, 14 percent do so in middle schools, and 24 do so percent in high schools; and 15 percent teach other types of classes, such as elementary subject specialist classes, team-taught classes, and "pull-out" or "push-in" classes in primary schools, 3 percent do so in middle schools, and 3 percent do so in high schools.

AEW Day 2: Parent Involvement in U.S. Public Schools (2017–18 NTPS)

The National Parent Teacher Association reports that “the most accurate predictors of student achievement in school are not family income or social status, but the extent to which the family . . . becomes involved in the child’s education at school.”[2]

  • Most U.S. public schools offered at least one opportunity for parents and/or guardians to participate in an event or activity at their child’s school, such as parent-teacher conferences and back-to-school nights.
  • Among principals in schools that offered various opportunities for parent participation, the percentages of primary school principals who reported that 76–100 percent of parents attended an engagement opportunity were higher than the percentages of middle and high school principals for most opportunities (figure 2).
    • More parents of primary school students than parents of middle and high school students attended open house or back-to-school night events, parent-teacher conferences, subject-area events,[3] and parent education workshop courses; volunteered in the school; and signed a school-parent compact.[4]

AEW Day 3: Education Support Professionals in U.S. Public Schools (2015–16 NTPS)

Education support professionals are nonteaching staff, including nurses, librarians, and student support services professionals (such as school counselors, psychologists, social workers) whose contributions keep schools organized and help students stay safe, healthy, and ready to learn.

  • Ninety-four percent of all public schools had at least one full- or part-time counselor, psychologist, or social worker; the percentage of schools that had at least one full- or part-time counselor (81 percent) was greater than the percentages that had at least one full- or part-time psychologist (67 percent) and social worker (42 percent). Six percent had neither a counselor, psychologist, nor social worker on staff.
    • High poverty schools—schools where 75 percent or more of students were approved for the free or reduced-price lunch (FRPL) program—had fewer education support professionals on staff than did schools with lower FRPL participation rates (0–34 percent, 35–49 percent, and 50–74 percent).
      • Eight percent of high-poverty schools had neither a counselor, psychologist, nor social worker on staff, compared with 3 percent of schools with 0–34 percent or with 35–49 percent FRPL participation.
